WASHINGTON -- The Supreme Court held Monday that Americans have the right to own a gun for self-defense anywhere they live, expanding the conservative court's embrace of gun rights since John Roberts became Chief Justice.

By a 5-4 vote, the justices cast doubt on handgun bans in the Chicago area but signaled some limitations on the Constitution's "right to keep and bear arms" could survive legal challenges.

On its busy final day before a three-month recess, the court also ruled a public law school can legally deny recognition to a Christian student group that won't let gays join, jumped into the nation's charged immigration debate by agreeing to review an employer sanctions law from Arizona and said farewell to Justice John Paul Stevens, who is retiring after more than 34 years.

A short distance from the court, the Senate Judiciary Committee began confirmation hearings Guess watches for Elena Kagan, nominated by President Barack Obama to replace Stevens.

In the guns case, Justice Samuel Alito said for the court the Second Amendment right "applies equally to the federal government and the states."

Two years ago, the court declared the Second Amendment protects an individual's right to possess guns, at least for purposes of self- defense in the home.

That ruling applied only to federal laws. It struck down a ban on handguns and a trigger lock requirement for other guns in the District of Columbia, a federal city with unique legal standing. At the same time, the court was careful not to cast doubt on other regulations of firearms.

Gun rights proponents almost immediately filed a federal lawsuit challenging gun control laws in Chicago and its suburb of Oak Park, Ill., where handguns have been banned for nearly 30 years. The Brady Center to Prevent Gun Violence says those laws appear to be the last two remaining outright bans.

Lower federal courts upheld the two laws, noting judges on those benches were bound by Supreme Court precedent and that it would be up to the high court justices to ultimately rule on the true reach of the Second Amendment.

Monday's decision did not explicitly strike down the Chicago area laws. Instead, it ordered a federal appeals court to reconsider its ruling. But it left little doubt the statutes eventually would fall.

Chicago Mayor Richard Daley said he was disappointed with the ruling, adding that officials already are at work rewriting the ordinance to meet the court's gun rights guarantee and protect Chicago residents from gun violence.

Alito made plain that local officials still have some leeway in crafting gun laws. He noted that the declaration that the Second Amendment is fully binding on states and cities "limits (but by no means eliminates) their Louis Vuitton Handbags ability to devise solutions to social problems that suit local needs and values."

Justices John Paul Stevens and Stephen Breyer, joined by Justices Ruth Bader Ginsburg and Sonia Sotomayor, each wrote a dissent. Bismarck seeks grant for fores

The Bismarck City Commission this week approved applying for a $25,000 grant from the North Dakota Forest Service to build a riparian forest along the banks near the Riverwood Golf Course.

Bismarck City Forester Jackson Bird said the city would match the grant with $25,000 in-kind work.

"We want to put in silver maple, box elder, hackberry and iron woods in a one-quarter mile section," he said.

He said if approved, crews would start by removing Russian olive trees in January to make room for the other species. "Russian olives are defined as an invasive species of trees," Bird said. "When you get native species down there, it stabilizes the stream bank, filters out pollutants from getting into the water when we have overland flooding and provides shading." Jobless claims climb

Unemployment continued to increase sharply in June in Tennessee and Georgia, according to unemployment insurance initial claims.

Georgia's June claims were up almost 95 percent compared to June last year, and Tennessee's claims rose by almost 88 percent from the same time last year, according to figures filed with the Department of Labor.

"These are difficult times for those who are unemployed and looking for work, and we're seeing increases in the numbers of people unemployed for longer periods of times," said Georgia Labor Commissioner Michael Thurmond. "The bright spot is that Georgia has a large number of skilled workers and many getting new training, so we will be well positioned when the economy does come back."

Tennessee's job losses for June have not been broken down by metro area or county, according to state officials, but they aren't expecting a quick recovery.

"It is going to take longer for the economy to recover than it took for it to fall," said Marie Moss, Tennessee's Employment Security assistant administrator.

Officials said the Southeast as a whole has been particularly hard hit by job losses. In Tennessee and Georgia, initial unemployment claims were filed by laid-off workers in manufacturing, wholesale and retail trade, construction, and administrative and support services.

Fortunately, layoffs in the hard-hit Dalton, Ga., area appear to be moderating, Mr. Thurmond said.

J.Ed. Marston, the Chattanooga-Hamilton County Area Chamber of Commerce's vice president for marketing, said an area's economy often is based in large part on attitudes, and Chattanooga's VW announcement in July last year has kept things positive. That's helped to hold Hamilton County's unemployment rate at 8.8 percent, lower than the state's overall rate of 10.7 percent.

"There are 10 other companies that are investing $440.2 million to create 956 new high-wage jobs here in addition to the $1 billion and 2,000 VW jobs," Mr. Marston said. "In Chattanooga, we've been optimistic. There's certainly been an impact -- no question. But we've been insulated from the worst of it."

Driver fined in France for wea

A WOMAN driver wearing an Islamic face veil has been fined by French police for not having a clear field of vision.

Traffic police in Nantes fined the 31-year-old woman [euro]22 (pound(s)19) earlier this month, her lawyer Jean-Michel Pollono said.

He added that the fine was based on a rule that says drivers should have freedom of movement and a sufficient field of vision.

Mr Pollono said he was protesting the decision, saying a veil was no different from a motorcycle helmet in terms of hindrance to vision.

French President Nicolas Sarkozy has ordered a draft law banning the all-encompassing veils in public places. Mr Sarkozy decided to defy France's highest administrative body, which warned a full ban could be declared unconstitutional.
